QUALIFICATIONS: This individual will normally be promoted from the ranks of the successful project managers at the Institute or join the Institute with similar experience from other organizations. The essential qualification is that this individual must have demonstrated the capability to successfully promote and lead training projects of significant scope and complexity involving several divisions and clients and multi-disciplinary teams. A Bachelor's degree in a technical field is required. Outstanding organizational, management, communications, technical, and interpersonal skills are essential. The person should have satisfied the requirements of the senior researcher (SE-3) level and have five years of Institute experience at that level or comparable experience with other organizations. An advanced degree in a technical and/or management field is desirable. Individuals also should have led or participated in the instruction in one of the Institute program/project management courses. RESPONSIBILITIES:
The program manager's primary responsibilities are in the division-wide or Institute-wide development and growth of a specific area(s) of technology. Individuals will coordinate large programs and develop project activities for clients when more than one section, department, or division is involved. It is expected that this position will only be obtained after an individual has demonstrated competence in the successful promotion and management of projects of significant scope and complexity. An individual must have mastered the skills and have the reputation of a proven professional project manager. This position is the culmination of the natural growth and development of an individual who has chosen the project management career path as contrasted to a more technical/scientific or administrative management role. The position normally reports to the department director. In general, this position requires a project backlog in excess of $1 million under the direct management of the individual. The Program Manager will participate in systems, databases and network design programs primarily within Aerospace applications.
