QUALIFICATIONS: Managers
at this level must have demonstrated the capability to successfully lead
information technology projects of significant scope and complexity with
multidisciplinary teams of computer scientists, database engineers,
systems analysts, training and documentation specialists, and other
technical specialists. A Bachelor’s degree in computer science or
engineering is required as a minimum; and an advanced degree in computer
science, engineering, business, or related academic field is highly
desirable. The Manager will have received training in IT management.
Outstanding organizational, management, communications, technical, and
interpersonal skills are essential. The manager must have a working
knowledge of the capabilities and limitations of the range of
information technology tools to select the optimum combination of tools
to solve the client’s near- and long-term objectives. RESPONSIBILITIES:
The Manager coordinates large programs and develops project activities
for clients which involve an optimal combination of the information
technology disciplines. An individual must have mastered the skills and
have the reputation of a proven professional project manager. This
individual understands the contribution of the many disciplines required
for complex technical projects and has chosen the project management
career path in contrast to a more technical scientific or administrative
management role.
In the Space Science and Engineering
Division, a Manager performs the following functions:
- Consults with the client throughout
the project to ensure the client’s objectives are met, helping the
client to realize how changes in technology impact their planned and
existing systems.
- Serves as the client’s principal point of
contact on technical and contractual issues.
- Manages large multidisciplinary
hardware/software technology projects involving systems development,
enhancement, modernization, and re-engineering.
- Manages projects involving change
management, business process analysis, and management of information
resources.
- Assembles multidisciplinary project teams
using concepts of matrix management.
- Commands a thorough understanding of
contracting procedures, rules, and regulations for SwRI, and industrial,
Government, and foreign clients.
- Has overall responsibility for technical
quality, and contract and financial management of the project.
