QUALIFICATIONS:  Incumbents are a critical division resource in several dimensions, proceeding from 12 or more years of research and development project and promotional experience, including development of advanced concepts for internal research, proposal efforts, preparation, presentation, and follow-up of large proposals. The research areas of concentration are for signal exploitation and geolocation project initiatives. In addition, the individual is a resource in program development efforts, contribution to and direction of presentation of research and development efforts to the client and professional community, and advanced research activity leading to publication and peer review of periodicals. The principal level employee must have satisfied the senior research requirements and have five years of experience at this level at the Institute or comparable experience with another organization. An advanced degree in a technical field is highly desirable. Individuals should also have led instruction in one of the technical or program/project management courses offered by the Institute and/or taught a university-level technical course.

RESPONSIBILITIES:   An individual at this level has the following responsibilities supporting Direction Finding, Signal Acquisition, and Electronic Warfare program research and development:

  • Has knowledge and expertise in current and emerging signal exploitation and geolocation related systems, products and techniques
  • Helps the client and development team with new innovative possibilities to meet client objectives.
  • Design, develops, enhances or re-engineers complicated systems. Takes a technical leadership role and personally has complex tasks.
  • Perform requirements analyses, feasibility studies or cost/benefit analyses for presentation to client.
  • Designs, plans, schedules and supervises work to meet client objectives.
  • Prepares and presents reports to clients.
  • Solves highly complex technical problems where uses of creative imaginative solutions are required.
  • Perform technical evaluation of assigned personnel.
