QUALIFICATIONS:
Incumbents are a critical division resource in several dimensions, based
on their twelve or more years of research and development project and
promotional experience, including development of advanced concepts for
internal research, proposal efforts, preparation, presentation, and
follow-up of large proposals. The Principal-level employee must have
satisfied the senior research level requirements and have at minimum
five years of experience at the SE-3 level at the Institute or
comparable experience with another organization. An advanced degree in a
technical field is highly desirable. In addition, the individual is a
resource in program development efforts, a contributor to and presenter
of research and development efforts to clients and the professional
community, and conducts advanced research leading to publications and
peer review articles in periodicals. Incumbents should also have led
instruction in one of the technical or program/project management
courses offered by the Institute and/or have taught a university level
technical course or have comparable experience. This position reflects
an extraordinary accumulation of experience and accompanying knowledge
capability in technology, project promotion, and management. The
principal title normally reflects an increased degree of specialization
started during the Senior Research-level tenure. Individuals are
increasingly recognized throughout their division or department and the
Institute for technical creativity, functional expertise, and their
contributions to the department's and division's technical and business
goals. Their sphere of technical influence is predominant within the
division or department and is increasingly recognized and growing
throughout the Institute. RESPONSIBILITIES:
An individual at this level has the following responsibilities supporting
Direction Finding, Signal Acquisition, and Electronic Warfare program
research and development:
- Accomplishes advanced scientific and
engineering work within organizational activity and discipline,
increasingly recognized as highly qualified in a research specialty and
possesses similar reputation with clients and the professional
community.
- Takes lead in expanding the division's
efforts into new technologies by contributing to the department and
division program development activities and contributing ideas for new
programs.
- Consults with technical management in areas
leading to the successful promotion and completion of research and
development projects.
- Supervises, advises, and mentors less
experienced technical staff.
- Leads in planning, promoting, and managing
projects of significant size and complexity often with staff of varying
technical backgrounds and for more than one client, assuming full
responsibility for the successful completion within the financial,
technical, and the time objectives; is instrumental in acquiring
supporting work for a number of junior researchers.
- Represents the Institute as the primary
contact with a client or potential clients and is directly responsible
for maintaining good client relations.
- Works independently in pursuit of technical
and promotional objectives.
- Makes technical assessments on broad
perspective of related technologies.
- Annually presents/publishes technical
papers.
- Maintains leadership position within
technical professional societies.
- Maintains contact throughout the technical
community; stays abreast of developments within a technical specialty;
seeks opportunity to collaborate on research projects both within the
Institute and within the external science and engineering community.
- Accomplishes special assignments as directed
by the technical management.
