QUALIFICATIONS:  Program Managers at this level must have demonstrated the capability to successfully lead information technology projects of significant scope and complexity with multidisciplinary teams of scientists, engineers, analysts, training and documentation specialists, and other technical specialists. A Bachelors degree in science or engineering is required has a minimum; and an advanced degree in science, engineering, business, or related academic field is highly desirable. This individual will have received training in program management. Outstanding organizational, management, communications, technical, and interpersonal skills are essential. This individual must have a working knowledge of the capabilities and limitations of the range of signal exploitation and geolocation related tools to solve the client’s near- and long-term objectives.

RESPONSIBILITIES:  An individual at this level has the following responsibilities supporting Direction Finding, Signal Acquisition, and Electronic Warfare program research and development: 

  • Consults with the client throughout the project to ensure the client’s objectives are met, helping the client to realize how changes in technology impact their planned and existing systems.
  • Principal point of contact on technical and contractual issues for clients.
  • Manages large multidisciplinary scientific and engineering projects involving systems design, development, enhancement, modernization, integration, and re-engineering.
  • Manages projects involving change management, business process analysis, and management of resources.
  • Assembles multidisciplinary project teams using matrix management.
  • Commands a thorough understanding of contracting procedures, rules, and regulations for SwRI, and industrial, Government, and foreign clients.
  • Has overall responsibility for technical quality, and contract and financial management of the project.
  • Is responsible for managing complex signal exploitation and geolocation related technology projects to ensure schedule, cost and contractual conditions are met.
