QUALIFICATIONS:   Incumbents should have knowledge of advanced systems; applications of new technologies in field of specialization; ability to manage programs successfully, mentor subordinate staff; write and present technical publications to groups of peers; and knowledge of Institute capabilities to market programs to new and existing clients. They must have knowledge of advanced mathematic functions; ability to train and supervise subordinate staff in technical area of expertise, conduct technical sessions, and effectively communicate with clients concerning project activities. This position acknowledges an individual's continued professional growth and special expertise in a technical field. These individuals have demonstrated the capacity for technical excellence through a diversity of technical challenges, project management, client interaction and promotional activities in their specialized field of activity. Individuals who have acquired their expertise either through continued development and considerable experience and technical training, or through advanced education, have the ability to develop program activities and support the development of subordinate staff at this level.

RESPONSIBILITIES:  An individual at this level has the following responsibilities supporting Direction Finding, Signal Acquisition, and Electronic Warfare program research and development:  

  • Manages scientific and engineering research and development projects.
  • Develops and writes proposals and coordinates proposal team efforts in response to client requests to perform work.
  • Manages project work tasks and fiscal monitoring to assure the timely completion of work within projected budget.
  • Designs and develops the new laboratory procedures to address particular needs of clients or industry as a whole.
  • Prepares reports following program guidelines using PC-based application and/or directs activities of clerical or subordinate staff in completion of large program reporting requirements.
  • Leads proposed efforts in new or follow-on program activities.
  • Maintains familiarity with changes in technologies in the field of study.
  • Mentors and supervises subordinate staff in execution of technical activities and career planning.
  • Advises scientific and engineering staff in field of specialization.
  • Writes and presents technical papers to peers in field of specialization.
