QUALIFICATIONS:   Incumbents must have satisfied all Specialist requirements plus have seven to ten years of related work experience, with at least five years at the specialist level or at a comparable level with another employer. Persons providing services in either a project role or a support role will have acknowledged special expertise in their field and will have demonstrated the capacity for excellence in managing programs, projects and marketing in their specialized field of activity. This senior-level position at the Institute provides support in the non-technical support service areas such as project and division administration, safety, security, human resources, contracts, accounting, or publications. In a project role, these individuals provide a core of significant leadership within their field of specialization. They comprise the corps of knowledgeable, responsible, and experienced project managers operating under the management line of authority. They reflect a maturity of expertise in developing and leading projects and maintaining working relationships with clients, assuming responsibility for project effort and growth of others, and developing creative innovative solutions to problems. Incumbents are comfortable with Institute practice and procedures, and are expert in client relations and guardians of the Institute’s reputation for project performance excellence.

RESPONSIBILITIES:  An individual at this level has the following responsibilities supporting Direction Finding, Signal Acquisition, and Electronic Warfare program research and development:

  • Plans, designs, coordinates, and controls the progress of work tasks or project-related work to meet Institute or client objectives.
  • Prepares and presents reports to clients, management, and others as team lead or project manager on relatively large projects or work functions, assuming full responsibility for all aspects of work, including completion of assigned goals.
  • Participates in the evaluation of assigned personnel and, if appropriate, evaluation and identification of junior staff development requirements.
  • Possesses a working knowledge of related disciplines.
  • Serves as mentor to junior staff.
  • Leads proposals efforts and new promotional work when assigned to project roles in the R&D divisions.
  • Maintains familiarity with the progress and problems unique to their field of specialization.
  • Provides recommendations to management on ways to improve work processes, planning and program development, project and promotional efforts, and ways to contribute to these activities.
  • Follows up on research proposals and when authorized, negotiates with clients in extending current project work and developing new work arising out of the current project.
  • Publishes and presents at least one paper every two years.
  • Gains recognition from peers and clients for expertise in a certain specialty. Develops a leadership role within professional association.
  • Independently resolves and responds to highly complex and challenging work issues and problems.
