QUALIFICATIONS: Incumbents
must have knowledge of advanced systems, applications of a new
technology in their field of specialization, project management,
performance and reports, and application of modern PC-based software for
use in their activity. Must have the ability to supervise subordinate
staff, conduct technical sessions, communicate with clients concerning
project activities, write and present materials effectively, act
independently to solve problems, and promote work to clients. This
position provides significant contributions for the accomplishments of
specific tasks within both project and support assignments. Project assignments
normally involve development, design, testing, or administration and
delivery of discrete systems processes or products comprised of technology that are well established. The configuration or the final deliverable may be unique to meet client’s specifications and have sophisticated technical components but usually does not involve original engineering or scientific design. Specialists employed in support assignments provide services in such areas as project and division administration, safety, security, publications, accounting, human resources, and contracts. Persons providing services at the Specialist level have specialized skills and knowledge in their specific area of activity and often provide guidance and advice in respect to their specialty to management and division staff. RESPONSIBILITIES:
An individual at this level has the following responsibilities supporting
Direction Finding, Signal Acquisition, and Electronic Warfare program
research and development:
- Independently conducts conventional
investigations in field of specialization.
- Composes or contributes to technical
correspondence reports and peer review papers.
- Analyzes, designs, develops, and delivers
programs for clients.
- Supervises technical support and
administrative support personnel who assist in specific assignments on
particular programs.
- Applies recent PC software technology to
satisfy complex program assignments; work may require advanced knowledge
of applications of certain software.
- Develops thorough knowledge of subject
matter and field of specialization by the primary and secondary research
of subject matter.
- Applies specific expertise and protocols to
complex systems to meet client requirements.
- May be required to train client's employees
on use of system developed.
- Acts independently and gives advice in
matters relating to field of specialization.
- Communicates Institute policies and
practices effectively and prepares and delivers subject matter
presentations as necessary.
- Analyzes data to arrive at recommended
course of action in accordance with Institute practices.
- Maintains high level of client-service
interaction and acts as liaison when necessary.
