SUMMARY

GSA has established an indefinite delivery, indefinite quantity, fixed price contract to provide information technology products to US government agencies. Southwest Research Institute (SwRI) is the Contractor. General Services Administration, 1941 Jefferson Davis Highway, Arlington, Virginia, issued the contract. The contract number is GS-35F-0533L.

WHO CAN USE THIS CONTRACT?

Any government agency.

SCOPE OF TASKS INCLUDED

SIN 132-51, Information Technology Professional Services, includes information technology systems development services, systems development, medical information technology, computer-assisted training exercises, virtual reality, information technology systems analysis services, transportation information analyses, automated information systems design and integration services, programming services, information technology backup and security services, and CAD/CAM services.

TASKING METHOD

Tasking is by individual Delivery Order (DO). Each DO must contain a Statement of Work (SOW) prepared by the Government sponsor which will contain detailed technical requirements and appropriate Contractor Data Requirements List (CDRL) deliverable items for the specified task.

PRICING ARRANGEMENTS

This contract authorizes purchase of labor effort on a Fixed Price or Time-and-Materials basis using the Schedule 70 labor categories and hourly labor rates.

Non-schedule labor categories, materials, and travel are outside the scope of this contract and must be purchased separately. However, all project effort can be listed in the same Delivery Order when issued if all schedule and non-schedule efforts are on separate CLINs.

FUNDING

Tasking requirements must be written to comply with the scope of SIN 132-51, Information Technology Professional Services. The Government sponsor must provide funds appropriate for those requirements.

ORDERING PROCEDURE SUMMARY

With this contract vehicle, the sponsor agency has a substantial role in the preparation of requirements documents and in the evaluation of contractor-proposed efforts.

For a typical DO, the sponsor agency prepares a SOW for the task. The SOW must include the scope of work, deliverable requirements, schedule, and test and acceptance criteria. Additional specifications may be attached to the SOW. Instructions for proposal preparation and proposal schedule may also be included. The sponsor supplies all of the technical information necessary for the Contracting Officer to initiate a Request for Proposal (RFP) to SwRI. The sponsor delivers the SOW and related documents to the designated Contracting Officer by submitting appropriate funding with the SOW package. Upon receiving the RFP, SwRI will prepare a technical and cost proposal for Government review.
