ASSOCIATE SPECIALIST/SPECIALIST (COMPENSATION/HR)

Job Summary:
Serve as internal human resources management consultant, specifically in the area of HRIS and compensation; manage HRIS activity; build, modify, and provide a variety of HR data reports; act as the liaison between the HR department and the Information Technology Center in maintaining, modifying, and improving the current HRIS framework; administer the Institute Service Contract Act Compliance program; audit employment activity; conduct internal analysis of salary and functional positions; interact effectively with Institute management, Institute staff and members of other administrative support groups; prepare materials for the Institute Compensation Committee to assist with compensation and benefits decisions; respond to management inquiries; review HR literature to maintain knowledge in the field and prepare the Institute for changes in legislation, social norms or other HR-related issues.
Education/Experience:
Requires a BS degree in Human Resources, HRIS, or related field with at least a 3.0 GPA. Prefer HRIS training; PHR and/or CCP Certification. Must have 0-3 years experience in Human Resources Management with emphasis in compensation and must have 1-3 years experience in HRIS Systems and Report Management and Excel programming (knowledge of Excel VBA preferred). Must have knowledge of human resources management and reward theories, compensation, statistical analysis, organization design, and employment law; must have knowledge of government contractor requirements and federal legislation related to compensation (FSLA, Service Contract Act, EPA, Title VII, ADA, Affirmative Action, Uniformed Service Employment and Reemployment, etc.); must have knowledge of state and federal government regulatory agencies and their roles; knowledge of job analysis and documentation is required; must have knowledge of job evaluation programs; must be able to work as a member of a group with a common goal; must have a sense of urgency in completing job duties; interpersonal skills in communicating with staff and management is required; must be able to analyze data and develop complex spreadsheets comparing employee salaries and benefits; must be able to analyze employment situations and develop a plan of action or a summary of issues; must have good presentation skills; must have good investigative skills; knowledge of Microsoft Office software is required; must have knowledge of reporting software (ie.,Crystal Reports); knowledge of EXCEL programming and ability to manage data using EXCEL capabilities is required; must have knowledge of HRIS; must be able to build and modify data reports and communicate through written text. A valid/clear driver's license is required.
